I own and run a Furnished Holiday Let business in Gwynedd, North Wales. The Welsh Government are already strangling many Furnished Holiday Let businesses with the requirement to achieve 182 days lettings per annum. The introduction of a Visitor Levy on overnight stays in visitor accommodation will have a negative effect on bookings at a time when it is becoming increasingly more difficult to attract bookings. Local attractions close down over the winter period. Local pubs and restaurants have restricted opening hours if they are open at all and combined with the severe winter weather bookings drop off to almost zero from November through to March. Through hard work and good marketing we have been fortunate to achieve 182 days (just) over the 14 years we have been running. From our property alone this equates to an average footfall of 728 tourists per year spending their money in the local community. A Visitor Levy will have a negative effect on ALL Furnished Holiday Lets. If the Welsh Government's ambition is for sustainable tourism then they need to be more supportive of Furnished Holiday Lets.
The Regulatory Impact Assessment is set out in Part 2 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf). This includes the Welsh Government’s assessments of the financial and other impacts of the Bill and its implementation.
